According to a new EU-study there are widespread problems with refusals of orders when trying to make cross border purchases via internet. The study was an independent mystery shopping exercise where over 11,000 test orders of 100 different products were made. Products included were, among other things, DVDs, books and clothes. The research showed that 60 % of the test orders could not be carried out either because the trader did not ship to the consumer’s country or because adequate means for cross border payment were not available.
The study shows that consumers are not able to fully enjoy the benefits of cross border internet shopping. Therefore the Commission has presented a series of measures to reduce complex regulation which seem to be acting as a disincentive for businesses to serve consumers in other Member States.
